The problem this solves
A seller lists the same design in twelve sizes, or six near-identical prints, each with thirteen tags pasted from the last one. All twelve get a few views and none of them ranks. The obvious conclusion is that the shop needs more listings, which makes the problem worse — and nothing in Etsy's own stats shows you that your listings are fighting each other.

How much tag overlap is too much?
Roughly 60% or more between two listings means they are answering the same searches and almost certainly splitting the signal. Between about 35% and 60% is worth a look — some shared tags are normal and healthy in a coherent shop. The real question the number prompts is whether those two listings offer a buyer anything genuinely different.
Should I use all 13 Etsy tags?
Yes, provided each one buys a different search. An empty slot matches nothing, but a thirteenth tag that is a near-duplicate of your twelfth adds no coverage and pushes you further towards competing with your own other listings. Thirteen distinct phrases beats thirteen variations of one.
Why did Etsy reject my listing over tags?
Almost always a duplicate. Etsy returns a tags_duplicates error and fails the whole publish if two tags match, and the match is case-insensitive — so "Wall Art" and "wall art" count as the same tag. Tags are also capped at 20 characters. Both are flagged here before you publish.
Should I just delete the overlapping listing?
Usually not. The better fix is differentiation: give each listing a distinct angle, room, style or use case and let the tags follow, or consolidate genuine variations of one product into a single listing with variations so the history accumulates in one place. Deleting a listing throws away whatever history it had.
